In November – December 2017, the European Institute of Romania (EIR) has undertaken the first Training programme preparing civil servants for the purpose of taking over the Presidency of the EU Council by Romania in the first half of 2019.

The EIR organised English courses (intermediate and advanced levels), with an emphasis on negotiation and effective conduct of the discussions within the working groups, as well as courses in the field of European Affairs, such as "The EU institutions", "The legal system of the EU" , "EU policies" (economic and foreign affairs), "The EU's decision-making process."

The training programme involved organizing a number of 31 courses (11 English courses and 20 European Affairs courses) for a number of 251 participants from all State institutions that are to assume the position of President or Vice-President of the various working groups in the EU Council.

The total number of participants who  received at least a Participation Certificate (either in English courses or at least in one course in European affairs) was of 178.

The selection of participating universities and trainers was based upon a signed protocol of cooperation of the EIR with the National Council of Rectors, whereby the trainers of the courses dedicated to this project were selected by this body of academia, on the basis of the experience in working with adults and knowledge in the field of the course.

This project implied 3 to 5 courses in parallel, in lecture halls provided by the Bucharest University of Economic Studies.

The project developed in a fine way, the quality of courses and of the organisation being appreciated by both the coordinating institutions and the participants.
